세계수의사회, 인천 선언 정식 채택 `원헬스 중심에 서는 수의사`

세계수의사회(WVA)가 2050년 수의사의 역할과 비전을 담은 인천 선언문을 정식으로 채택, 8일 발표했다.

2017 인천 세계수의사대회 조직위원회가 주요 공약으로 내걸었던 ‘VET VISION 2050 인천 선언’은 앞서 지난해 8월 31일 대회 폐막과 함께 공표됐다.

국내 수의사 10인과 전세계 6개 지역을 대표하는 해외 수의사 6인이 참여한 VET VISION 2050 위원회는 전세계 수의사들을 대상으로 한 설문조사와 세계수의사대회 중 브레인스토밍 세션을 거쳐 선언문을 마련했다.

대회 폐막 후 세계수의사회 회원국과 이사진, 관련 업계의 의견 수렴을 통해 선언문 자구 일부를 수정했다.

세계수의사회는 지난달 10일 이사회를 열고 VET VISION 2050 선언문을 ‘원헬스와 에코헬스 이니셔티브에서의 수의사 역할에 대한 세계수의사회 인천 선언’으로 채택했다.

선언문은 원헬스의 개념과 중요성, 수의사의 다양한 역할을 설명한 서문과 그에 따른 역할과 비전을 제시한 본문 ‘Roles of Veterinary Profession’으로 구성됐다.

선언문은 수의사를 국제적 공공재(Public Good)로 규정하면서, 수의사에 대한 신뢰를 얻기 위해 전문가로서 최고의 윤리기준을 지킬 것을 당부했다.

그러면서 원헬스 전문성 획득에 매진하고, 의료전문직 네트워크 속에서 다학제간 소통의 중심에 서야 한다고 강조했다.

이를 위해 수의과대학 입학생과 교육 커리큘럼의 다양성을 담보하고 전문직업으로서의 리더십을 갖춰야 한다고 덧붙였다.

세계수의사회는 “인천 선언은 원헬스 네트워크 아래서 현재와 미래의 도전을 극복할 수의사의 사회적, 전문가적 역할에 초점을 맞췄다”고 강조했다.

2050년의 수의사는 원헬스와 에코헬스에 대해 신뢰할 수 있는 숙련된 기술과 전문 지식을 갖춘다.

서문

1. 원헬스는 사람, 동물, 환경에 최적의 건강을 제공하기 위해 지역적, 국가적, 전세계적으로 발휘되는 여러 분야의 통합적인 노력이다.

2. 원헬스 쟁점들의 효과적인 해법을 개발하기 위해서는 전체를 아우를 수 있는 광범위한 다학제간 접근이 필수적이다.

3. 사회적, 경제적, 생물학적, 물리적으로 연결된 생태계의 상황을 이해하지 않고서는 사람, 동물, 환경에 최적의 건강을 보장할 수 없다.

4. 수의직(veteirnary profession)의 업무는 생태계 내의 동물-사람-환경 사이의 접점에서 건강을 위협하는 요소를 다루는 핵심 역할을 수행한다. 이러한 활동들의 예는 다음과 같다;
– 세계적인 기아 감소
– 식품 품질과 안전성 보장 (특히 동물성 식품)
– 적극적인 질병 감시
– 인수공통감염병의 조기 탐지 및 통제
– 생물안전 위험요소의 평가 및 관리
– 사람과 동물의 유대관계가 인간 생활에 미치는 다양하고 중대한 영향에 대한 이해

5. 가축과 관련된 활동들은 다음을 포함한다;
– 동물 관리인에 대한 교육을 포함한 동물복지 증진
– 질병의 예방, 진단, 치료가 적절히 이뤄지는지 감독
– 적절한 동물생산업 운영을 보장
– 모든 동물에게 전문적인 진료와 축군 보건을 제공
– 동물복지를 증진하면서도 내성문제를 예방·퇴치하는 책임있는 항생제 사용

6. 생태계 건강에 기여하는 활동들은 다음을 포함한다;
– 생물다양성의 보전
– 외래종과 관련 질병의 이동 통제
– 야생동물군집에서 병원체 감시와 질병예방 증진
– 천연 자원 보존과 보존의학 활동
– 지역적인 기후변화에 대응하기 위한 원헬스 이니셔티브 적용

7. 세계수의사회의 원헬스에 대한 정책 선언에 따라 본 선언문은 동물과 사람의 건강과 행복이 서로 의존하고 있는 생태계의 수호자이자 전문지식을 자문하는 수의사에게 가이드라인을 제시하고자 한다.

수의사의 역할

1. 국제적 공공재인 수의사에 대한 신뢰는 전문가로서의 윤리적 행동에 기반하고 있다. 수의사는 최고의 윤리기준을 유지하기 위해 책임 있게 행동하며, 적절한 관할권을 갖춘 규제기구의 효율적 운영을 지원한다.

2. 복잡한 원헬스 과제의 성공은 수의사들이 정책개발에 얼마나 능동적으로 참여하는가에 달려있다. 따라서 수의사는 원헬스와 직접적으로 관련된 정책에 대한 전문성을 획득하기 위해 공동의 노력을 기울여야 한다.

3. 원헬스와 에코헬스는 그 근원은 다르지만 생태계 위험을 완화하는 것을 공동의 목표로 삼고 있다. 수의사는 생태계의 연결성에 대한 이해를 원헬스 접근법에 접목하는데 리더가 되어야 한다.

4. 개인적, 전문직업적 리더십은 수의사에게 반드시 필요한 자질이다. 이러한 리더십은 사람, 동물, 생태계의 건강이 생물물리학적, 사회경제적으로 연결되어 있다는 것을 이해하는데 기반하고 있다. 과학적 지식과 임상 역량뿐만 아니라 직업윤리에 기반한 팀 리더십, 소통, 협력, 전문가로서의 행복에 대한 이해는 수의직에 대한 사회적 신뢰를 강화시킨다.

5. 수의사의 다양한 역할을 촉진하기 위해서는 수의과대학에 입학하는 학생들의 다양성을 넓혀야 한다. 이는 수의직에 원헬스 접근법을 위한 넓은 시야와 확대된 능력을 가져다 준다. 이러한 컨셉을 포함한 수의학 교육과정과 전문성 개발 계속교육은 수의사가 원헬스 분야의 검증된 선도자가 될 수 있도록 보장한다.

6. 수의사는 모든 환경 속의 모든 동물의 복지를 적극적으로 지지하고 수호한다. 수의사는 적절한 사육환경, 관리, 영양, 질병 예방 및 치료, 책임 있는 보살핌, 인도적인 취급 등을 포함해 동물의 건강과 복지를 능숙하게 평가할 수 있도록 교육 받는다.

7. 수의사는 의료 전문직 네트워크 속에서 의학적 전문성을 갖춘 소중한 파트너이자 다학제간 팀의 존경받는 지도자다. 전세계적인 식품안전과 안전한 식수 확보는 21세기의 주요 보건 과제 중 하나로 복지, 보건, 경제, 사회, 환경분야의 다학제간 과학적 접근을 요구한다.

8. 세계수의사회는 원헬스 접근법으로 동물과 사람, 환경의 복지를 위한 지침과 정책을 수립하는 동반자로서 전세계 수의사들의 목소리를 대변한다.

WVA Declaration of Incheon on the Role of the Veterinary Profession in One Health and EcoHealth Initiatives

The veterinary profession of 2050 will be highly skilled, educated, and trusted with expertise in One Health and EcoHealth initiatives

 Preamble

1. One Health is the integrative effort of multiple disciplines working locally, nationally, regionally, and globally to attain optimal health for people, animals, and the environment.

2. A broad, intersectional, and interdisciplinary holistic approach is essential to develop effective solutions to One Health issues.

3. The optimal health of people, animals, and the environment cannot be secured without understanding the context of ecosystems that are connected by social, The veterinary profession of 2050 will be highly skilled, educated, and trusted with expertise in One Health and EcoHealth initiatives economic, biological, and physical links.

4. The veterinary profession plays a critical role in activities that address health risks at the animal-human-environmental interfaces within ecosystems that range in scale from local to global levels. Examples of such activities include:
• reducing global hunger;
• ensuring food quality and safety (especially of animal source foods);
• active disease surveillance;
• early detection and control of zoonotic outbreaks;
• assessing and managing biosecurity risks;
• understanding the significant and varied impacts of the human-animal bond on human lives.

5. Activities related to domestic animals include:
• promoting animal welfare, including the education of animal caretakers;
• overseeing the prevention, diagnosis, and treatment of disease;
• assuring appropriate animal production business practices;
• providing clinical and population health expertise for all animals;
• using antimicrobials responsibly for the benefit of animal welfare while preventing and combatting antimicrobial resistance.

6. Activities contributing to ecological health include:
• protecting biodiversity;
• controlling the movement of exotic species and diseases;
• enhancing pathogen surveillance and disease prevention in wild animal populations;
• promoting the conservation of natural resources and conservation medicine;
• adapting One Health initiatives to regional climate change.

7. In accordance with the World Veterinary Association’s policy statement on One Health, this declaration is intended to set guidelines for veterinarians working as knowledgeable consultants and guardians of EcoHealth, on which the health and well-being of animals and humans is dependent.

Roles of the Veterinary Profession

1. Trust in the veterinary profession for the greater public good is based on the ethical behavior of the profession. The veterinary profession is responsible and accountable for sustaining the highest ethical standards, supporting effective regulatory bodies in the appropriate jurisdictions.

2. The success of the One Health approach to complex challenges depends on active engagement in policy development. Therefore, the veterinary profession

3. must make a concerted effort to put more emphasis on expertise directly related to One Health policies.

3. One Health and EcoHealth have different origins, yet both aim to mitigate the risks that threaten ecosystems and public health. Veterinarians are leaders in incorporating an awareness and understanding of ecosystem connectedness into the One Health approach.

4. Personal and professional leadership are essential qualities for members of the veterinary profession. These qualities are based on understanding the biophysical and socioeconomic links between human, animal, and environmental health. In addition to scientific knowledge and clinical skills, team leadership through professional ethics, communication, collaboration, and professional wellness strengthens societal confidence and trust in the veterinary profession.

5. The diverse roles of the veterinary profession are facilitated by the selection and education of a broad range of applicants to veterinary schools. This provides the profession with broader perspectives and expanded skills in the One Health and EcoHealth approach. Education programs including these concepts in professional veterinary curricula and in continuous professional development programs ensure that veterinarians are qualified leaders in One Health initiatives.

6. The veterinary profession assertively advocates for and protects the welfare of all animals living in all environments. Veterinarians are educated to skillfully evaluate animal health and welfare, which are dependent upon proper housing, management, nutrition, disease prevention and treatment, responsible care, and humane handling.

7. Members of the veterinary profession are valued for their comprehensive education and expertise within health care professional networks, and are respected leaders in multidisciplinary teams. Global food security and access to safe water are examples of major health concerns in the 21st century that will require an interdisciplinary approach incorporating welfare, health, economic, social, and environmental sciences.

8. The World Veterinary Association (WVA) is the global voice of the veterinary profession, along with its partners in the One Health approach, working to establish guidance and policy for the benefit of the welfare of animals, humans, and the environment.
